A TIS is designed to analyse risks and gather relevant information in order to assess the building quality and carry out a test for compliance with the Building Decree. It is an independent quality check that continues throughout the building process. All parties concerned may read the written reports, which serve as a condition for insurance against hidden defects.
The SKG-IKOB TIS Recognition Regulation lays down uniform requirements relating to the organizational structure, the expertise of employees, objectivity and hiring staff. The Recognition Regulation also includes requirements relating to business processes and a documented quality system. These requirements safeguard transparent working methods for all parties concerned.
A prospective TIS must first undergo an Admission Inspection, comprising a documentation and implementation assessment. This business audit focuses on the structure of the company and the processes it operates. If the company passes this inspection, it will be assigned the status ‘Provisionally Recognised TIS’.
After a year operating as a provisionally recognised TIS, a company can apply for a Quality Assessment: a technical audit whereby an independent team of external experts assesses the work of the TIS. If the TIS passes this audit, it will be given the status of ‘Recognised TIS’. The Admission Inspection and Quality Assessment are carried out by SKG-IKOB.
